▶ Your Answer : People have different opinions whether governments should make the laws regard to recycling. Some assert that there are no effects to practice the laws. However, I strongly believe that making a legal requirement improve recycling of the waste from home. This is because people will make an effort to aviod the fine and tax. First of all, if a law were made for people who throw away garbage without recycling have to pay a fine, they will reduce the amount of the waste. And also the fine can be used to make more recycling bins and it helps people recycle. According to the research conducted by Korean Environment Department, the recycling rate increases by 15%, when the government enforce the law. In this regard, the government needs to charge a fine for people who do not participate in recycling. On the other hand, governments can also charge a tax for manufacturing companies, if they do not use recyclable containers. Besides, these companies can use again the containers that customers bring it back to them for recycling and the customers can be given back the prizes from the companies such as daily supplies. For example, when such regulation was implemented in South Korea, many manufacturing factories spend a lot of money on using recyclable containers for their goods at the beginning, but eventually they save their money with people bringing it back to the factories. In this sense, making a law that governments charge the tax about using a non-recyclable products is necessary. In conclusion, despite the fact that a law about recycling is not needed to make people recycle more of their waste, I agree with the fact that punishing people who do not recycle their waste and charging tax about notrecyclabe products helps people more recycle. |
