In the reading passage, there is ample of support for the author's claim that there are many benefits to give some incentives to companies. However, the professor in the lecture gives some reasons as a rebuttal to the reading passage's claim.
First, the professor insists that there was one study that tax revenue is not always remain a surplus. It often lose tax rebates, instead. If companies pay their tax later, there would be not any no profits to the government. This casts doubt on the reading passage's assertion that incentives can be an ideal methods to give money to the government, which can be used to make other facilities such as building roads.
Next, the professor argues that local residents do not get their job from new companies which got an incentives. Workers from outside of local region will be engaged by those companies. It infers that it is useless to giving incentives to companies to get a high rate of working among local people. This refutes the reading passage's claim that giving incentives to enterprises will be a good idea because it can let local people to get their jobs.
Finally, the professor contends that it usually adds more pollution. The green incentives to companies can only effect on less area. This counters the reading passage's claim that green incentives have a good influence to environment, especially growing quality of water or air.
