It is a common belief that welfare budget
should be cut when countries face economic crises. However, there is a more
persuasive opinion that cutting down the appropriation
on welfare system would cause many people suffering from poverty. In this
essay, I will support this idea and discuss about several reasons.
To begin with, there would be more people who need
benefits from governments when countries face economic crises. In other words,
people's lives would be endangered when poverty increases since they would lose
their jobs in an economic depression. It has been proven in a recent study that
the number of poor citizens grows rapidly in a country with economic problems.
Therefore, if authorities reduce their welfare budget in crises, citizens'
rights could be neglected by their countries, when which duties to protect
people are really necessary.
Secondly, governments can reduce the expenditure
for others first, which is less important to manage countries' economic
situation. There would be works that can wait until economic problems recover
such as road maintenance and renovation of public facilities. For example, a
city in Korea keeps its welfare-pension budget and abolishes unnecessary
policies. As a result, the city was able to cover its deficit by offsetting
debts. Thus, governments can decide to choose a more wise method to overcome a
crisis, which is advantageous to their people.
To sum up, it is evident that cutting down a
country's welfare budget would cause detrimental effects on the society during
an economic turmoil, which could make people's lives harsher. For these
reasons, I believe that governments should consider not cutting budget for
