It is believed that people are responsible
for their health condition and should pay the service fee if necessary, while
others do not agree with this. In my opinion, I agree that the provision of
health care services should be secured based on each individual’s expense.
First of all, the budget constraint is the
main reason of limiting free health care services. In a society where the
budget is limited, free health care services cannot be provided always. There
are many other social services such as education or security, meaning that all
the budget cannot be spent to health care sectors only. Furthermore, there might
be a case where health care budget is consumed so quickly so that others cannot
be profited from free services, which is not fair in terms of equality.
On the other hand, health care services can
be used excessively. People might consider the health care limitless and not
costing the money. This might lead the unnecessary services which could result
in deficit of supply of health care work forces or low quality of services due
to high demand. To illustrate this, we
can find similar examples in the UK where most of national health care services
are free of charge. It is normally said that getting national health care
services in the UK takes a long time and not satisfactory.
Having considered the above reasons, free
provision of health care might result in deficit of budget and make the quality
of services lower due to excessive usage of services. That is why I believe
that people have to pay the health care services fee.
