1999. Total average poverty proportion is 11% with 1,837,000 people. By comparing to
the average figure, we can divide six 6 family types into two 2 types which are upper

In terms of upper standard, we can find
aged couple, single aged person, and couple with no children. Their poverty
rates are 4%, 6%, and 7% respectively. From this result, we can presume that individuals
without children are less likely to face an economic hardship.
With regard to lower standard, the problem
is much bigger. Even though their proportion figure is not that so big at a
