While some people insist that providing public free transports of every time and every day is the best solution for the government ('정부를 위한' 이라기보다는 '교통 체증을 해결하기 위한~으로 적어주셔야 합니다.), I personally think that there could be better resolutions for some reasons.
First of all, congestion could be happened to not only personal transports but also public transports. If the government make public transport free 24 hours a day for all time, this could cause concentration of huge amounts of people to public transport. As a result, public transports will be seriously over crowded than now in every moments. Although free transport will lessen the number of private cars on the roads and release traffic congestion, this causes (free transport 와 호응됩니다.) another type of congestion of public transport. That is, free public transport could not be the best way of resolving traffic congestion.
Moreover, the radical problem of traffic congestion is not the a fee of public transports. The real causes are the shortage volume of roads for accommodating an enormous number of people. This problem is usually aroused in the city and cannot be solved by just supplying free public transport. If the government really wants to resolve this problem, they should find another way such as restricting number of people in cities, making a new efficient way of transport, increasing the number of subway station. In conclusion, I firmly believe that free public transport could not be the best solution of traffic congestion for the government for the reasons of making another congestion, and irrelevance with the radical problem.
