Money is not the matter of the fact. By tracing back to the root of homelessness, majority of reason is due to abusive use of drug and alcohol. Therefore, offering them money is the same as giving them economic capability to purchase illegal substances for immediate pleasure, rather than investing it for long term prosperity, which is the initial intention of the government. Ultimately, this reflects that people without property lacks the money management skills, and therefore, should be taken into rehabilitation.
As a source of rehabilitation, the homeless should be given an employment. By giving them a proper job in a factory, it can be regarded as transition to normal life, where the person can find a settlement. Thus, giving him a chance to reconstruct his life. Depending on his achievement in the workplace, the owner should give financial remuneration to reward his commitment. Furthermore, along with employment, a group of homeless should be educated to assimilate the value of money, as well as correct way of managing it. After all, the person would be impelled to make spending wisely and appropriately.
All things considered, I strongly disagree that beggars should receive money to look after themselves, as it can aggravate the situation, by giving them a tool to harm themselves. Through finding them a source of money, they will learn to work for it, and finally, will learn the value of it. Above all, the government and local residences should cooperate to build a society that can benefit everyone.
