In 2007, The figures of Portugal and Luxembourg has increased, and Mexico's one has decreased. Hence, the rates of mexico and Portugal became almost same at 72 percentage and 70 percentage. In 2009 the percentage of high school graduation had huge increase in Portugal at about 25 percentage point, plus it was highest value among the three countries.The number of people who graduated high school in Luxembourg has increased as well in 2009.
