From my point of view, as South Korea generally focuses on information and communications technology, they have strong networks nationwide. By using the systems, the government analyses the latest information on road congestion with big data and immediately lets drivers know which roads are less congested so that the drivers can avoid the heavy traffic, and the traffics can be distributed to improve road conditions.
In common, the South Korean government stops building roads and instead uses the roads for bicycle riders. In order to make more people use them and make commuting easier, the government encourages them to ride bicycles when they go to work.
