This is because the water is evaporated by the sun, and then it falls back to the ground in the form of precipitation.
This process begins when the sun causes water to evaporate into the atmosphere. As time passes, the water rises into the air, and water droplets are formed in clouds. After this process of condensation has been completed, the clouds move on land. Once there, the water falls back to the ground in the form of precipitation such as snow and rain.
Now that the waters have fallen, it gathers on the ground in puddles and sewers. There are two obvious characteristics that can happen to this runoff water. It could be evaporated into the atmosphere by the sun. If this does not occur, the runoff water travels to the ocean. Finally, as the sun evaporates the water into the air, this process begins again in the same way.
