It is controversial nowadays whether the government should participate in congested roads problems to reduce drivers' dissatisfaction. In this regard, I believe that the regulation for drivers to pay more money mandatorily has more positive effects because this enables people to save time and energy and facilitates government operations.
To begin with, inducing people to feel reluctant to drive more often makes it more possible to cope with traffic jam issues. To be specific, the less vehicles are in the roads during rush hours, the less commuters can be stressful. Or think of a less dire scenario. If a worker live far off the workplace, he should wake up much earlier because traffic jams lengthen the time to commute. However, posing taxation threat to other workers, they turn to the public transportation method, so he can be under less burden of lacking time. Therefore, he can come from home to their workplaces on time without being hurry.
Moreover, congregated taxes by this policy can be useful source of other investments. In other words, it encourages more facilities for traffic systems and thus users can enjoy a share in its advantage again. For instance, Seoul regulates certain time for tax collecting or gathering, so more helpful transportation systems can be applied to citizens without the hassle of fund insufficiency. For drivers, Seoul may provide a lot of electricity stations for free or censored streetlamps using IoT technology. It is same for users who do not ride their own cars. This city is famous for convenient and easily accessible subway, going every corner of districts and being compatible with railroad or airport services. Thus, controlling time and collecting taxes for punishment is not threatening commuters' freedom, but putting them at ease because the government re-invests to traffic services and use the money for the public.
To sum up, I strongly argue that the government should pose a taxation threat to people for reducing traffic jam issues for the following reasons I mentioned above: more commuters get little stressed out and collecting taxes can be a fundamental base for better outputs.
