Personally, I believe that it is more desirable for governments to spend money on beautiful things than to spend money on practical things and there are two reasons that could validate my position.

While taking admiring scenery in a beautiful place, they can take a mental break with their burdens lifted from their shoulders.

Breathing fresh air and admiring various plants in a beautiful place are always pleasant distractions from stress.

As society has become complex, people living in a city find it hard to find a place where they can exercise with their friends.
In this context, parks would be a perfect place for them to exercise.
