In today’s society, with lack of fuel and harmful products for the natural environment, too much utilization of cars is being a really serious problem. As well, traffic congestions take a big portion of the problems since it creates lots of bad things like car accidents. To solve these issues, many of governments are trying to restrict driving a car in a rush hour by imposing a fine to drivers. Some people who disagree with the statement argue that it is too unfair for those who always drive their car for commuting. However, I agree with the statement for the following two reasons. First of all, limiting cars in a rush hour greatly helps to preserve natural environment. In addition, with a fine from drivers who taking their cars in a rush hour, governments can support other necessary fields. To begin with, restricting number of cars in a rush hour is beneficial for saving the natural environment. In these days, as the population is getting increased, more and more people are using cars in a daily basis and thus, the large amount of exhaust gas is seriously polluting the natural environment. Air pollution and global warming is getting worse and biodiversity is in great danger with harmful products from the car exhaust gas. At this moment, if governments try to restrict the volume of traffic by imposing a fine to drivers in a rush hour, those people who drive their cars will likely to stop using their automobiles. Accordingly, with less utilization of a car, the natural environment will certainly be well preserved. In this sense, I think limiting driving a car in a rush hour even by imposing a penalty, is in desperate need. Furthermore, with a fine that governments take from drivers who use their automobiles in a rush hour, governments can help many other necessary fields. Those people who say that limiting using their cars cause really big troubles because they will not be able to commute. However, by using a fine from drivers in a rush hour, the governments will be able to support developing transportation technologies, which will help them to commute more readily. For example, by extending the number of a subway station and creating more seats on the subway, trains and buses, those people who always had always taken their cars, will be able to commute easily without utilizing their own cars. Also, since people are less likely to use their cars with the help of transportation technologies, environment polluting will be shorten. As a result, the governments will spend fewer funds for preserving the environment and thus, utilize the rest funds for supporting medical science or things that can greatly improve people's living conditions. In this regard, restricting the number of cars in a rush hour should be available immediately.
