People often say that, drivers should be charged for congestion, when they drive in areas with heavy traffic. Personally, I disagree with the above statement for two reasons. First of all, this will be policy to only rich people. In addition, this policy is far from realistic. To begin with, even though this policy is carried out to prevent to increasing traffic, rich people never would think with the paid money. Generally, if this idea applies in big cities, people who must pass the area of traffic jam several times in every day should pay big money. The rich people may not worry about this money, however it would lay a heavy burden on people who are pressed for money. According to a survey conducted by Chosun Daily, one of Korea’s major newspapers, about two thirds of people taken part in research disagree the wild idea. Almost objetors’ opinions equaled my above argument. Therefore, paying this traffic toll is unfairness in that the policy makes poor people harder. Secondly, even if this policy could seem to succeed just under the thoery, theory without practice would server for nothing. We have witnessed many cases where a plan lacked of practicality motivates people to ignore, and even they don’t know its motive that charges them. For example, although my country’s government has been applying this policy to the Namsan Tunnel - which is one of famous tunnels in Seoul; capital in South Korea, mostly people do not mind it. This result is never due to low tax. The cars passing this tunnel pay two Chun won; about two dollars just one way. This failed policy doesn’t think that most places are traffic congestion at certain time in big cities. That is, a great portion of roads in Seoul tend to explosive increase at similar time. In this way, this policy imposes only taxes on the citizen. In conclusion, I strongly argue that above policy is not wisdom. An uncareful decision makes the rich-get-richer and the poor-get-poorer. Besides theory and practice do not always go hand in hand. For these reasons, this idea that drivers should be charged for congestion when they drive in areas with heavy traffic is never a wise policy. |
