Firstly, the author of the reading passage
believes that the congestion pricing makes driving much safer. The lecturer
rebuts this idea by saying that it does not decrease accidents. Drivers tend to
drive their car even faster, when there is a lack of less traffics. Consequently,
the number of accidents will increase.
Secondly, the author states that the system
results in a city’s public transportation network becoming more convenient to
use. The lecturer challenges on this idea by saying that the congestion pricing
makes the public transportation network become inconvenient. As more people use
public transportations, capacities of theses will be over exceeded. As a
result, people even have to wait a longer time to catch buses.
Lastly, the author of the reading passage
believes that the pricing positively impacts on businesses. On the other hand,
the lecturer opposes on this idea by saying that the author’s opinion does not
match with the realities. In reality, the retail businesses declined due to the
congestion pricing. In 2003, the retail businesses blamed the pricing system, because
the system was a the cause for the sales lagging.
While both the reading passage and the lecturer
deal with effects of the congestion pricing, the lecturer effectively opposes
