In some countries, owners of houses can renovate their house in their own way. Some people believe that it can lead to a better result if house owners participate more in house building. Others think that deciding how to create their own place should be done by a government. In reality, controlling a new private property by oneself cannot be better.
If rules are vague when a house is newly built, there will be more chances that neighbours may complain. Sometimes setting a boundary of a property is hard because the land under the house is not perfectly square shaped. The owner of a house might insist that their place can be larger than what their neighbours say. Moreover, some people might buy a park and include it in their house or office. They might want to live more healthily by having a green park in front of their building.
