Nowadays it is a common sight for some professionals including doctors and engineers to immigrate and work overseas. It is controversial whether the professionals should work in the country they are trained.
Some agree that professionals are responsible for the country. This is because the infrastructure where they are educated is provided by that country. The reason why they could study and become professionals is that the government and the citizens provided the surrounding including lands, educational institutes, and professors. Furthermore, there is the loss of human resources. Some countries attract professionals to develop technologies, providing them high wages and better working environment. For example, some people in Korea are worried that professional engineers are going to China because of higher incomes. They think that the government should provide incentives or regulate them.
In contrast, some disagree with that opinion. First, professionals have freedom to work overseas. They have rights to work where they want, so regulating a place of work is the right invasion. Indeed, the law of nature states that everyone has the right to choose where they live and what job they are going to get. This law should be applied to them. In addition, professionals are responsible not only for the country but also for the entire world. They can contribute to the world, which should not be forbidden. For example, Taeseok Lee, a Korean priest and a doctor, devoted his life to volunteer in Africa. Moreover, it is selfish to prevent the professionals from working overseas because the institutes educating professionals are focused on developed countries. If they should work only for the country where they did their training, developing countries have no professionals to work for them.
I am of the opinion that professionals are free to work in countries they want. There should not be regulations to guarantee their rights and contribute to the whole world. It is professionals that are able to choose where they would work.
