traffic jams in that time. This is mainly because at least a few people would
not use their own vehicles during congested hour if they are required (to
charge) to pay a fee and they would take
other alternatives, such as bus or subway. As a result, there would be lesser
vehicles on the road during rush hour (than before the charge is not imposed),
and the traffic congestions would be much relieved. A recent research conducted
by the Korean Transportation Association in
2014, showed that the number of driving
vehicles in Seoul during rush hour decreased by 35%, as a result of charging
fees. (by the effect of imposing a fee since 2013.) Also, the research showed that this resulted in avoiding traffic jams
during rush hour due to lesser automobiles on the road in the downtown. Plus,
imposing a fee contributed to the better atmosphere condition since the exhaust
gases released from the automobiles sharply diminished. This implies that
charging a driving fee would help prevent traffic congestions during rush hour
in a city.

ways regarding the transportation in a city, and in turn the traffic condition

traffic congestions. So if these factors get better, the driving conditions
would be much improved. For instance, in Seoul, drivers who drive their own
automobiles during rush hour have to pay 5 dollars
since 2013. (, according to the plan of Korean government.) (In 3 years,) The city began to expand some lanes in Gangnam,
the most bustling area in Seoul during rush hour, with the money collected from
those who drove their vehicles during rush hour. (by using the accumulated
money for 3 years.) Also, 3 additional detours have been built in the southern area of Seoul, and these roads became
so efficient alternatives for drivers during rush hours. As
this example demonstrates, expanded roads and bypasses can be constructed by
using the money collected from drivers.
To sum up,
charging a fee for driving vehicles during rush hour would help avoid traffic
jams in a city, and the accumulated money can contribute to constructive
businesses related to the transportation in a city. In this regard, I strongly
agree with the statement that a person who drives his or her own car during
