It is often said that keeping silent is much better than speaking out haphazardly if one is not sure that he can speak something nice and neat. However, I strongly believe that one should say even though he can't express his idea properly.
To start with, there can be a situation that you have to follow some decisions even if you don't really agree with it. To prevent this sort of situations, there is no way but to bring the matter up by speaking out promptly. From my personal experience, when I was in a band when(while) I was in (a) college, sometimes I had to play songs that I don't(didn’t) really want to. I got stressed out, but I just keep(kept) saying nothing because I was introverted and I was not sure if I could tell the other(other) members on this matter. Finally, I ended up qutting(quitting) the band. If I had ever tried to talk with the band members, I could have found a better solution to the problem.
Also, silence can bring potential misunderstanding. Without conversation, one couldn't let others know what you conceive in your mind. For example, one of my friend(friends) had an argument with his girlfriend, and he wanted to apologize(to her) first. But, due to the reason that he couldn't pick proper words for that, he unwittingly kept silent for couple of days. Misunderstood the situation, his girlfriend got more upset and disappointed so their relationship got worsen (relationship worsened – worsen 자체가 동사더라구요).
To sum up, silence is not always desirable because it is necessary to claim your own idea, as well as to hinder misunderstanding from a lack of interacting each other. There is an old saying "Speech is silver, silence is gold.” which is too old to be always valid today.
