The topic is that whether speed cameras can improve public safety or not. While the reading passage claims that it is pretty useful and helpful, the professor points out that there are some serious problems.
First, according to the reading passage, speed cameras can make drivers slow down. Moreover they can catch a lot of drivers who drive their car over-speed, and mail them tickets. And the reading claims that because drivers don't know where the camera is, they will always drive safely. However, the lecturer asserts that there are no evidences that speed cameras really force drivers. According to the lecturer, drivers usually reduce their speed when they detect policeman or cameras. Furthermore, abrupt reducing can make cause serious accident.
Second, the reading passage claims that speed cameras can make policeman concentrate more on other tasks, like more vicious crimes, because police officers don't need to waste their time to capture drivers. But, the lecturer totally opposes the statement of the reading passage. In lecturer's opinion, because human can judge and think, they are more efficient than machines. For instance, policeman not only can catch drivers, but also criminals, like people who convey drugs, possess guns.
Third, the reading passage suggests that because machines have perfect accuracy, they are more likely to provide precise evidences. But the lecturer claims that machines can make mistake. Furthermore, people usually believe machines, because it is usually correct, they can convict innocent people. So the lecturer claims that machines are less reliable than humans.
