It is debatable whether drivers should be charged for congestion when they drive in areas with heavy traffic or not. Regardless of what opponents argue, my personal takes on the matter is that the government has to charge drivers for congestion when they drive in heavy traffic areas. I can point out a number of reasons to support my stance, but I will shorten my discussion to the two most significant points; Firstly, it can discourage drivers to come in areas with heavy traffic, secondly, charged fund can be reinvested in broadening roads.
The first and most convincing reason with respect to the topic is that charging for congestion can decrease the number of cars in heavy traffic areas. The people who are in opposition to my stance have an inclination to mistakenly overlook the fact that drivers already pay for too much money to maintain and use their cars such as fuel costs and insurance fees. For example, in our city, Gwangju in Korea, after accepting new charging policy in heavy traffic areas, especially Chungjang-road, the number of cars in those areas decreased significantly. This is not only because many drivers already has spent too much money for car maintenance to pay additional fee, but also because they there were many alternative roads. In this way, charging for congestion to drivers can provide us with an effective way to solve heavy traffic problems.
The second reason that I would like to bring to light in arguing my position lies in the fact that the government can spend charged fund on reconstructing or broadening roads which are once a heavy traffic areas. It is undeniable that broadening and widening road is the best way to relieve the congestion of traffic. According a to the recent news article conducted by Korea Times, about 60% of the cities which accept the charging policy can raise enough funds to construct broad roads. It is said that this policy ultimately helps to relieve heavy traffic congestion. This clearly indicates that it is necessary for drivers to be charged for congestion when they drive in areas with heavy traffic.
In conclusion, I firmly believe that the aforementioned arguments adequately support my position that the government ought to charge drivers for congestion when they drive in heavy traffic areas
