In the lecture, the speaker casts doubts on the points in the reading that bilateral aid is need developing countries for many reasons.
First, in the reading, the writer mentions that aid helps improve the quality of life of developing countries people. To develop a country, social infrastructures are required, which improve the economy of county. Therefore, aid is fundamental fund for this facility. Meanwhile, the lecturer says that, contrary to the reading passage, donor countries aim not only give aid to recipient countries but also open their market which is difficult to access. Furthermore, since they contract to bilateral aid, they can sell products such as weapons, cars, or TV.
Secondly, it is claimed in the reading that aid allow recipient countries people to improve their life quality. With effective allocation system, donor countries can distribute much of benefits which are required to better life. In contrast, the lecturer argues that aid is in fact almost used by a recipient country leader himself or his family, and very tiny amount of money is used for the poor.
Finally, according to the reading passage, it seems clear that while developed countries aid developing countries, the latter can improve their ideology. A developed country has made an effort to improve human rights, and ensure welfare. During aid, recipient countries can have an effect on those ideologies, which can promote their one. However, the speaker asserts that a donor country usually make a plan to spread their particular ideology, or have a political goal. For instance, she asserts that during cold war, some countries struggled to propagate an ideology such as democracy and communism. |
