It is not difficult to witness person who annoys other people by talking loudly using his/her cell phone in the public buses or subways. This is definitely impolite behavior and therefore should be restricted in a way. However, I do not think that the total use of cell phones in the public transportations should not be allowed.
Basically, I agree that conversation using cell phone in the public area should be restricted. Public areas are just as the word stands for the places where many people utilizes it with all their own purposes. Therefore, someone should not make others annoyed for his/her own purpose. Especially, talking makes noise other than listening music with ear-phone or reading a book. In particular, in buses, talking loudly using cell phone could disturb driving safely by annoying and making the bus driver not focused on driving. Also, talking using cell phone in natural follows moving arms and hands in some way and this could also disturb other passengers by touching.
Even though I agree on the inhibitation of using cell phone with the purpose of conversation, it is not too say that using cell phone should be disallowed in all ways. Instead of talking with others, we can utilize the cell phone in a way that does not disturb others. For example, sending SMS message does not make noise. Moreover, today's the cutting-edge technology added many functions such as watching TV, listening music, and playing games into the small device. These functions can be allowed to use in the public transportation with the use of ear-phone or no-sound mode.
Although I disagree basically on the use of cell phone for the purpose of talking, I think there should be an exception allowing people to use cell phone for talking with others in particular cases. In some emergent cases, for instance, related with health problems, we should allow them to use the cell phone for talking for asking help even in public transportation. Unfortunately, it is natural for many people to use the cell phone as if it is emergent case. Therefore, to prevent it should be restricted in some way such as giving quator during which one can use the cell phone for talking.
In conclusion, unrestricted use of cell phone in public transportation should be disallowed. However, I think it is more reasonable to allow people to use cell phone in a way of not disturbing others. To be concrete, behaviors that could make disturbing noise or actions touching others should be limited, but the others that does not annoy others in general such as sending SMS message can be allowed even in the public area.
