Because the purpose of enforcing law is to keep person offensing social security from doing it again and pursue persistent stability of the community, I suggest two basis for my assertion on the aspect of characteristic of prisoners and symbolistic meaning of law.
First, we ought to understand the trait of personality some cruel criminals commonly have. Rigorous and acute rule makes itself people aware of that their group will be disturbed and turbulent without the regulation. Of course, to some extent, community can be maintained peaceful and settled enough without death penalty. However, as I mentioned above, to people having mental problems mentally, most of the rules haven't are not meaningful any longer and then the rule loses its function. Hence, extreme mean is needed for displaying mercilessness of law to them under specific criterion. As an example, when comparing one country existing that has execution with the other country that doesn't, it is more obvious that the former country has lower frequency several times in occurrence of inhumanitarian event than the latter. country
